The Department of Public Safety (DPS) is a high-profile cabinet level agency with significant public profile through its ten operation divisions, including three law enforcement divisions and Driver and Vehicle Services.

This position will develop and lead a team to centralize strategy and analytics and provide agency leadership with key information and statistics that will drive the agency’s strategic plan and measure organizational performance. This position will be responsible for creating and leading a team of analysts and data professionals that function as internal consultants in the areas of data analysis, performance measurement, program evaluation, and data visualization to help guide agency strategy. This position will be providing high-level data analysis and interpretation of data to agency senior leadership and division directors; advising and consulting senior leadership and division directors regarding the use of data for decision-making; and presenting findings and recommendations based on findings to internal and external audiences.

This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion

Minimum Qualifications

Five of experience in program policy development, conducting research and documenting evidence, decisions, processes, user stories, and requirements

AND

Three years managing teams to meet the organization's expectations for productivity, quality, or goal accomplishment.

Candidates will be further assessed on the following:

  • Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI), or comparable leadership program

  • Experience establishing and maintaining effective communication and working relationships with employees and the public, communicating effectively between a diverse set of internal and external stakeholders, to collaboratively solve problems and manage change

  • Working knowledge of various cultural perspectives of data collection and use

  • Experience using and interpreting data obtained from multiple sources and interpret information to non-policy/analysis-oriented positions

  • Skills in advanced quantitative and qualitative analysis sufficient to conduct public policy research, evaluation, and performance measurement for complex policy and program issues

  • Ability to plan, budget, organize, supervise, and coordinate programs and personnel, to delegate, fix accountability, measure progress, evaluate results, and to initiate improvements

  • Ability to work cooperatively with individuals from diverse backgrounds and underserved communities

*Bachelor's degree in: Public Policy, Political Science, Economics, Sociology, Statistics, other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience

Preferred Qualifications

  • Knowledge of political sensitivity and awareness sufficient to advice program leadership on best path forward and potential pitfalls for policy, statutory, and regulatory work

  • Knowledge of the state legislative process; public policy-making processes; and state government structure and functions

  • Experience performing statistical analysis and working with inferential statistics

  • Experience working with confidential, protected, or classified data

  • Knowledge of software systems to store, modify, extract, analyze, and visualize quantitative and qualitative data (e.g. SPSS, NVivo, Tableau, Power BI)

  • Working knowledge of organizational development concepts, such as change management, human-centered design, etc.

  • Working knowledge of performance measurement methodologies, such as Results Based Accountability

  • Experience working in a start-up environment where solution-oriented problem solving is needed for uncertain and non-routine questions while applying the interpretation of law, understanding of agreements, policies, and judgement of future difficulties

Physical Requirements

Very Light: Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
