The Labor Relations Coordinator participates and assists in the management and direction of the Labor Relations function for the Department of Corrections. This includes providing consultation, guidance, and training to senior management and human resource personnel throughout the Department of Corrections as well as developing and maintaining relationships with exclusive representatives. Additionally, the position will manage Human Resource projects, any statutory requirements with an agency-wide impact and provide data practices guidance to the Human Resources department.
Responsibilities assigned to this position will include, but are not limited to:
Provide leadership and overall direction in the areas of labor relations and maintenance of the department's electronic discipline and grievance tracking system ensuring consistent and uniform interpretation of the various labor agreements and plans and ensure management rights are protected.
Represent the agency during the negotiation of collective bargaining agreements, supplemental agreements and memoranda of understanding with exclusive representatives of employees for the department so that its best interest is served.
Manage human resource labor relations and employee relation-projects, vendor contracts, statutory reporting and system auditing with significant agency-wide implications.
Act as the delegated Date Practices Designee for Human Resource and respond to requests for information in compliance with the Government Data Practices Act (MN Statute, Chapter 13).
This position offers the flexibility of telework for most of the time, with occasional travel to our various site locations, and in person agency and statewide meetings based on business needs.
Minimum Qualifications
Four (4) years of labor relations experience that demonstrates successful delivery of services related to human resource principles, practices and procedures. A Master's degree in human resources, industrial relations, business or public administration may substitute for 18 month of experience or a Bachelor's degree in human resources, industrial relations, business or public administration may substitute for one year of experience. Such experience must include the following:
Contract interpretation and implementation
Advising and consulting with management
Leading projects or teams
In addition to the above, all applicants must have:
Analytical skills sufficient to interpret and administer labor agreements, compensation plans, policies, rules, and administrative procedures.
Critical thinking and problem-solving skills sufficient to research, evaluate, and analyze information, make sound decisions/recommendations to resolve issues, and to think beyond tried-and-true solutions and usual remedies.
Leadership skills to foster an environment that promotes diversity, inclusion, and continuous improvement.
Human Relations skills, discretion, and confidentiality sufficient to develop and maintain reputable internal and external relationships and be able to influence management to consider a wide array of options and to ensure they fully recognize the implications of their decisions.
Interpersonal and communication skills sufficient to make presentations to management, negotiate resolution to sensitive situations, manage client expectations, and establish effective working relationships with all levels of employees, outside consultants, diverse internal and external customers, other agency management and collective bargaining representatives.
Organizational skills sufficient to manage multiple and changing priorities within required timelines.
Computer skills including experience with word processing, databases, and spreadsheets utilizing the Microsoft office products.
Ability to maintain professionalism and composure in difficult situations.
Ability to prioritize and juggle multiple tasks simultaneously.
Ability to maintain confidentiality.
Preferred Qualifications
Advanced degree in Human Resources, Labor Relations, or related field.
Labor relations experience in Minnesota State government.
Knowledge of the State of Minnesota Human Resources policies, procedures, labor contracts, and laws sufficient to train and provide work direction to staff.
Knowledge of pertinent state and federal employment laws (e.g., M.S. Chapter 179A, 43A, ADA, FLSA, FMLA, Human Rights Act, I-9 Immigration Law, Workers' Compensation, Unemployment), personnel rules, Administrative Procedures, MN Government Data Practices Act, bargaining agreements and compensation plans, and other relevant personnel policies and procedures.
Physical Requirements

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
