*This position is located in St Paul and may have the ability to telework two days per week and will work in the office three days per week.

The role's objective is to spearhead and implement Human Resource (HR) strategies, tactics, and technical tasks, ensuring that the Office of Cannabis Management (OCM) continues to be an employer of choice with a culture that is welcoming, inclusive, respectful, and collaborative. Serving as a strategic partner, the incumbent will devise and apply strategies to bolster talent management, encompassing diversity, retention, workforce management, and succession planning. The HR Director will oversee agency-wide human resources management, directing managers and supervisors in staffing and transactional functions to guarantee a positive experience for candidates and employees, thus nurturing a productive and committed workforce. As a component of a state agency, this role includes a broad spectrum of human resources functions and provides professional consulting, analysis, project leadership, and training services to senior leaders, managers, supervisors, and employees. The person in this position must be able to acquire and retain delegated authority from MMB for OCM.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Demonstrated leadership experience which may include any of the following:

• Experience as a supervisor, team lead, lead worker, OR project lead*

• Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

• Completion of a similar or equivalent leadership development program through another organization

• A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include: o 1+ years of identifying issues, goals, and strategic actions o 100+ hours per year time commitment AND

AND

Three years of professional Human Resources experience or a bachelor's degree in a related field and 2 years of professional HR experience

Ability to acquire and retain delegated authority from MMB which requires a minimum of two years of State professional level HR or similar experience in the following areas:

  • Classification including job analysis/evaluation of positions to determine proper classification level

  • Compensation

  • Recruitment & Selection

  • Labor Relations

  • Knowledge of HR related laws and policies

AND

Commitment to treating employees inclusively in the areas of reasonable accommodation, individualized resource needs, training, and development, irrespective of cultural differences

Preferred Qualifications

A bachelor's degree in human resources management, Business Administration, or related field or a HR Certification. Experience has a HR Supervisor or leadworker

Experience interpreting current employment laws, regulations, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees.

Experience developing and managing Affirmative Action plans.

Experience with compensation program administration.

Experience with Human Resources Information system (HRIS) administration and HR processing and using spreadsheets and reporting software to provide reports for HR and for agency management.

Experience delivering presentations and training to diverse audiences at all levels of the organization while promoting diversity, equity, access, and inclusion,

Experience in a unionized environment.

Knowledge of data practices as it relates to data collected, created, or disseminated in relation to HR and personnel data.
