The Minnesota Department of Veterans Affairs (MDVA) is seeking an individual to join our Human Resources (HR) team as a business partner to assist in building and developing our Central Office team.
As a HR Business Partner you would:
Coordinate and complete full-cycle recruitment and staffing processes in collaboration with hiring supervisors, HR staff and others;
Research, analyze and document requests to establish new positions and re-classify vacant and occupied positions, in accordance with established job classification policies and procedures;
Advise managers, supervisors and employees on a wide range of employment laws and policies to ensure consistency and compliance; and
Oversee and process employee and position transactions, as needed, in the State Employee Management System (SEMA4) and provide backup support and guidance to the HR Technician in the areas of employee insurance benefits, workers' compensation, and Family and Medical Leave Act (FMLA) administration.
Minimum Qualifications
Two years of HR experience in one or more of the following areas*, vacancy-filling, job analysis/classification, and/or compensation.
*NOTE: Completion of a bachelor’s degree in Human Resources or a closely related degree program may substitute for one year of the above experience.
Applicants who meet the above experience/education requirements will be further evaluated based on the following:
Analysis and problem-solving skills sufficient to evaluate information, research HR issues, recognize problems, identify options/solutions, and make sound decisions and recommendations.
Skills in using HR information systems (preferably PeopleSoft) sufficient to review and enter employee/position information and track applicant/vacancy-filling status.
Skills in using word processing and spreadsheet software (preferably Microsoft Word and Excel) sufficient to create and edit correspondence and develop and maintain spreadsheets to track data.
Communication skills sufficient to effectively explain processes and procedures; compose and edit correspondence and reports; and prepare and present information/training to individuals and groups.
Effective interpersonal and communication skills to build collaborative working relationships in a diverse and inclusive environment.
Preferred Qualifications
Experience and skills in administering/coordinating hiring processes, including assessing applicants’ qualifications and working with hiring managers.
Experience interpreting employment-related laws, rules, administrative procedures, sufficient to provide consistent and compliant advice and guidance.
Experience working in a unionized environment and interpreting collective bargaining agreements.
Experience with the MN Data Practices Act.
Experience conducting classification audits and classification structure.
Knowledge of workers' compensation and FMLA administration.
