Basic Function

The current vacancy is within the Community Corrections Division. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

To maintain security and ensure the safety of residents and staff at the Ramsey County Correctional Facility; to observe and monitor resident behavior and supervise and facilitate their daily living activities; to maintain ongoing communication with those confined; to enforce all rules, regulations, and policies of the facility; and to perform related duties as assigned. (This is the entry level of this class series. Employees in this class are expected to perform duties and to gain and apply knowledge, skills and abilities required for advancement to Correctional Officer 2, the full performance level.).

The Ramsey County Correctional Facility recognize that many individuals who have contact with the criminal justice system also have underlying mental health issues. Both agencies are involved with county-wide efforts to increase program options for residents and coordinate care between mental health professionals, caseworkers, and correctional officers in our facilities.

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Examples of Work Performed

EXAMPLES OF WORK PERFORMED:

  • Oversee residents during job assignments, meals, recreation, extra duty, and visits to ensure the security and safety of residents, staff and visitors; observe, monitor, record and report any unusual resident activity or behavior.

  • Conduct security checks of buildings and grounds to ensure that residents are securely confined.

  • Conduct searches of residents including resident living quarters, and work areas for contraband or weapons.

  • Converse regularly with residents to ensure an atmosphere of open staff/resident communication; provide information to residents on rules, regulations and various programs available at the facility.

  • Enforce the prescribed disciplinary practice of the facility, report and react to rule violations, and apply appropriate sanctions.

  • Intervene in emergency situations such as fights, suicide attempts or fires by applying first aid, enforcing rules, restraining residents, responding to calls for assistance, or by notifying proper authorities such as police, medical facilities, case workers, or administration.

  • Administer lifesaving practices, when necessary, record and distribute medicine, and carry out treatments and orders of medical personnel.

  • Book, process, identify and release residents at the Ramsey County Law Enforcement Center.

  • Admit and orientate new residents, issue clothing, secure resident property, inform residents of the rules and direct them to living areas and job assignments.

  • Maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.

  • Position requires the ability to work shift rotations to maintain minimum staffing requirements.

  • Mandated overtime to ensure adequate staffing coverage and maintenance of safety for residents at all times.

  • At the Ramsey County Correctional Facility assume the duties of specialty Correctional Officers related to laundry or kitchen, during scheduled or emergency absences.

  • Assume responsibility of the facility in the absence of supervisory personnel in order to maintain the efficient operation of the facility.

  • May staff the central control area to monitor and report client behavior and control the flow of movement throughout the facility by operating the public address system and electronically controlled gates.

SUPERVISOR/MANAGERIAL RESPONSIBILITY:

None. May oversee the activities of work crews consisting of 10-15 residents.

INTERNAL/EXTERNAL RELATIONSHIPS:

Daily contact with residents and their families concerning daily living needs, supervision responsibilities, and visiting; with attorneys, probation officers, and other law enforcement agencies to monitor visits, receive and release residents to authorities for medical care, court hearings, warrants, line-ups; with Captain, Lieutenants, Caseworkers, and administrative personnel to discuss resident problems and behavior, security decisions, guidance and data necessary for decision-making; with specialty Correctional Officers to discuss residents or resolve facility problems; with courts, judges and clerks to exchange information; with outside vendors to order and receive goods and supplies; and weekly contact with the public to give tours and provide information.

IMPACT ON SERVICES/OPERATIONS:

Impacts on the quality of program and security of the daily operations of the facility as well as on the attitude and demeanor of residents. Proper handling of responsibilities ensures safety, security, and rights of both residents and staff. Misjudgment could lead to escape or interruption and confusion in a structured daily living routine, fights, or riots. Improper performance of direct services would lead to poor image, loss of good will, internal conflicts, facility damage, and unnecessary medical or legal costs for the County.

WORK ENVIRONMENT:

Work is performed in a maximum (classified)/medium security correctional facility supervising residents incarcerated for committing criminal activities ranging from minor to major offenses. Positions encounter physically threatening situations requiring grappling with or subduing residents 2 to 4 times per week; lifting 20 to 50 pounds daily; lifting over 100 pounds weekly; standing or walking 8 hours daily; exposure to disagreeable odors (body odors, dirty clothing, human feces), hazardous chemicals, communicable diseases (T.B., hepatitis, AIDS), and mentally unstable individuals.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Knowledge of the operation, philosophy, goals and procedures of the Ramsey County Correctional Facility and the Law Enforcement Center.

  • Skill in human relations.

  • Ability to make decisions in crisis, emergency, or dangerous situations.

  • Ability to follow written and oral instructions.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to control and supervise the work, recreation, and conduct of residents.

  • Ability to physically respond in an appropriate manner to violent and aggressive resident behavior.

  • Ability to lift over 100 pounds.

  • Ability to diffuse potentially violent situations.

Minimum Qualifications

Correctional Officer 1

Education: High School diploma or Equivalent.

Experience: Any combination of general work experience or post high school education that equals two years.

Substitution: None.

Certifications/Licensure: None.

Correctional Officer 2

Education: High School Graduate or Equivalent.

Experience: Any combination of general work experience or post high school education that equals two years; and two additional years of experience as a Correctional Officer 1 (General Duty) or equivalent.

Substitution: None.

Certifications/Licensure: None.

Exam/Screening Process Information

This examination process will consist of the following sections with each section weighted as indicated:

Training and Experience Rating = 100%

The examination for Correctional Officer 1-2 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who pass the examination/screening process, and file a properly completed application, shall be placed on the Banded List for employment as a Correctional Officer 1-2. This list will be certified to the appointing authority which may use this list to fill a vacancy. Candidates will remain on the list for 6 months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.

Banded Language: The names of all applicants who filed a properly completed application and passed the examination/screening process with a score of 40 or higher will be forwarded to the department for further consider for an employment opportunity as a Correctional Officer 1-2.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merit and the type of work sought. However, making false statements or withholding information will cause you to be barred or removed from employment.

E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
