How your work would contribute to our organization and the Twin Cities region:

TheAssistant Director, Route & System Planningserves as a senior member of the Service Development Department reporting to the Director and participates in the development of department-wide priorities, policies, procedures and plans and performs a variety of senior management duties as needed.

The ideal candidate is innovative and has a strategic big-picture mindset. They have experience leading projects and staff, as well as developing creative solutions.

NOTE:This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

This position will provide leadership and management to the following areas:

  • Route Planning staff direction on managing transit service planning (bus, LRT, Commuter Rail and Metro Micro), prioritization and implementation of route, corridor and regional transit network planning (Network Now 2027). Development of quarterly transit service within policy and available workforce, fleet, plan facility needs and budget. Support long term planning within Metro Transit and in collaboration with Transitway Development and Council’s Transportation Planning department.

  • Represent Metro Transit with customers, regional and community stakeholders, and on regional planning committees.

  • Support projects related to transit centers, shelters, park rides, bike lanes, operator restrooms and safety initiatives.

  • Transitway development staff direction, oversight and coordination internally and externally, providing guidance and coordination with partner agencies including the Alternatives Analysis, Environmental, Project Development and Implementation of Transitway Projects. Direction and coordination for staff leading agency project planning and implementation coordination of BRT and LRT transitways.

  • Speed and Reliability Transit Advantages, Amenities and Facilities: Provide Service Development leadership and coordination for staff

  • with external stakeholders including staff and elected representatives from Hennepin County, Ramsey County, City of Minneapolis, City of St. Paul, transit advocates, University of Minnesota Center for Transportation Studies and Metro Transit.

  • provide leadership to staff in development of Metro Transit Speed and Reliability Five-Year Program, Better Bus Routes, corridor improvements and other project development and implementation annually in consideration of options including adjusting traffic signal priorities, bus lanes, stop location, route alignments and layover locations.

  • coordination across internal departments (BRT, Operations, Engineering and Facilities) and roadway authorities

  • capital and maintenance budget development for Speed and Reliability Program

  • Support regional planning, policy and funding efforts, by representing Metro Transit at high levels with organizations including individual cities, corporations, counties/rail authorities, TAB committees, MnDOT and elected officials to manage planning and implementation of Metro Transit and associated regional service. Support projects related to fare policy and other system or region wide studies.

  • Coordinates closely with other departments on matters involving route planning and transitway project planning and implementation requiring transit service, fleet and facility changes and improvements, particularly with the departments of Maintenance, Engineering & Facilities, Transportation, Rail Operations, Transitway Project Office and BRT Small Starts.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in planning, scheduling or transit management that includes three (3) years of management experience and completed education in urban studies, transportation planning, business administration, or a closely related field:

  • High school diploma/GED with eleven (11) years of experience including three (3) years of experience in management.

  • Associate degree with nine (9) years of experience, including three (3) years of experience in management.

  • Bachelor’s degree with seven (7) years of experience, including three (3) years of experience in management.

  • Master’s degree with five (5) years of experience, including three (3) years of experience in management.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Experience in project management working to meet different stakeholder requirements.

  • Project Management Professional (PMP) certification and/or comparable certification(s); completion of Project Management training(s).

  • Experience working with municipalities, metropolitan agencies, community groups and the public.

  • Knowledge of the Twin Cities area geography, Metro Transit, and regional transit routes and schedules.

  • Proven ability to have a strategic big-picture mindset and develop creative solutions.

  • Experience fostering equity, diversity and inclusion competency and understanding.

What knowledge, skills and abilities you should have within the first six months on the job:
