City Of Minneapolis-Human Resources Administrative Analyst II in Minneapolis, Minnesota

Position Description Provide varied, complex management and operational analysis in support of a department; oversee, administer and prepare a variety of projects, grants and contracts, conduct procedural, organizational and budgetary studies and recommend modifications to management. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities Develop and/or analyze proposals for new department programs or changes in organizational structure, evaluate existing programs and make recommendations regarding program implementation. Develop objectives and performance measures for departments to enable them to track performance. Analyze performance data and interpret data trends. Conduct surveys and feasibility studies and write reports on findings with recommendations. Develop grant proposals, coordinate the application process, monitor implementation, analyze grant program data and complete all grant reporting requirements. Develop contracts, requisitions, and related documents. Work with department administration in planning and development of strategic plans. Assist in coordinating and monitoring assigned programs, including record keeping, asset management, training, monitoring, and evaluation. Assist with the design, development, implementation and continual enhancement of computerized information systems. Assist with budget preparation, administration and monitoring for various cost centers. Design training programs and train personnel on department operating systems. Function as departmental representative on various committees and task forces. Working Conditions Normal office environment Required Qualifications Minimum Education Bachelor's Degree in Public Administration, Business Administration, Computer Science or related field Minimum Experience Three years performing duties closely related to those listed above. Equivalency An equivalent combination of education and highly related experience in a similar environment as listed below: Associates degree and 5 years of related experience No degree and 7 years of related experience Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 30 days after it has been established. Knowledge, Skills and Abilities Ability to compile and analyze complex research, budgetary and operational data. Developed communications skills, and the ability to make effective presentations. Ability to effectively perform multiple tasks with competing deadlines. Knowledge of the principles, practices and techniques of administrative analysis, including method analysis, operations research techniques and statistical analysis. Knowledge of City Ordinances and regulations within which the assigned department operates. Excellent written and oral communication skills. Excellent creative and analytical skills.
