Basic Function

The Human Resources Manager position will oversee the Operations division in the Human Resources department. This position oversees the entry, audit and reporting for the payroll transaction into the HRIS system. This position also serves as the departments record management and data practices liaison.

To manage and direct a designated area of the Human Resources Department, such as diversity, inclusion and organizational development, business partner services, talent acquisition, operations, or benefits administration, in order to provide professional level human resources services to county leadership, service teams, departments, employees, and retirees; and to perform related duties as assigned.

Flexible Workplace

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

The HR Operations Manager will:

  • Manage and direct the operational components of HR to include HR transactions, exams, and reception.

  • Work closely with the Human Resources divisions to ensure the talent strategies are fully implemented.

  • Oversee and manage employee records management including transactions, personnel files, exit interviews, and other electronic records management.

  • Act as the HR department’s data privacy officer and coordinate all data privacy requests.

  • Act as the HR department’s legislative liaison and manage and track legislative requests for information and propose changes to policy or process due to impacts of legislative changes.

  • Work with HR staff to assess HR operational needs and modify existing internal policies and procedures to improve HR operations.

  • Drive the execution of strategic cross-functional initiatives, projects, and commitments most important to the senior HR leadership team.

  • Serve as a department content owner for all HR related messaging and communications content within HR and on RamseyNet working closely with Ramsey County Communications to craft and edit messages and communications.

  • Ensure contract administration for HR, e.g., the ordering of various services, products, and supplies as needed or requested.

Minimum Qualifications

Education: Bachelor's Degree in Human Resources Management, Psychology, Industrial Relations, Business Administration, Public Administration, or a related area.

Experience: Five years of progressive and professional level human resources or human resources related experience with an emphasis in the area assigned, including at least two years working in a supervisory capacity.

Substitution: Any combination of related education and experience can be substituted for bachelor’s degree and required experience.

Certification/Licensure: None.

Exam/Screening Process Information

This is a classified, managerial position that is exempt from the examination and certification requirements. Classified positions, so designated, shall be filled by means of an open application and screening process as stated in section 383A.288, Subd.6 and the provisions of section 383A.289 of the Personnel Act.
