General Description POSTING TYPE: Open Competitive DEPARTMENT: Employment and Economic Assistance HOURS: Full Time SALARY GRADE: 110 PREFERRED SALARY RANGE: $84,851-$106,064 FULL SALARY RANGE: $84,851-$132,580 LOCATION: Northern Service Center UNION: HSSA CLOSE DATE: 4:30 p.m. on 9/27/2024 The Program Supervisor- Collections/Fraud/CS Intake is responsible for leading a diverse team that manages staff in the program areas of collections (public assistance overpayments, medical assistance estate recovery and social services and corrections fees), welfare fraud investigations, overpayments and child support intake tasks. They provide oversight to ensure program integrity and excellent customer service. Ensure smooth program operations and service to County residents. Evaluate and provide guidance to new and existing staff to ensure program integrity and excellent client service. Ensure Dakota County residents' basic needs, health and well being are met to promote client self sufficiency. Work is performed in a hybrid environment, requiring a minimum of one-day per week in the office, and requires overseeing staff who work in a hybrid, but mostly remote work environment. Regular attendance according to the position's management approved work schedule is required for all positions. 1. Plan, design, and direct the implementation of new and existing programs, processes, and initiatives. 2. Analyze and interpret legislation, rules, and statutes to develop policy. 3. Manage daily unit operations and coordinate with other units and departments. 4. Supervise entry level and advance program staff positions to ensure comprehensive service delivery to Country residents. 5. Develop job descriptions and set performance measures for staff. 6. Initiate and complete the hiring of staff, manage personnel issues. 7. Demonstrates a commitment to support cultural diversity County wide, actively supports the County's diversity initiatives, and works to address the needs of diverse and underrepresented communities. 8. Manage contracted services and oversee the provision of services related to contractual agreements and governing entities. 9. Prepare and deliver community education programs. 10. Represent the agency in legal settings, internal and external workgroups, and advisory committees. 11. Perform special projects as assigned. ESSENTIAL JOB FUNCTIONS: Duties 1-10 are essential functions. Knowledge of relationships of the agency to other agencies and governing entities. Knowledge of psychology, mental and physical illnesses, developmental disabilities, adult and child protection criteria. Comprehensive knowledge of computer software and information systems, including Excel. Knowledge of real and personal property, estate and ownership laws, and their relationships to public assistance program eligibility. Must possess a high level of analytical skills. Ability to analyze and interpret rules, legislation, related regulations with respect to content and impact on the organization and Dakota County residents. Considerable ability to work effectively with the public, department and County associates in a professional manner. Ability to organize work efficiently and effectively. Ability to assess complex life situations and make related decisions and recommendations to resolve problems. Ability to analyze program performance data and trends Ability to communicate effectively both orally and in writing. Ability to work independently and as a team member. Ability to work under stress and use discretion in making decisions which have significant short and long-term impacts on the lives of individuals and families. Ability to direct staff who a vise people in crisis and make decisions leading to crisis resolution. Ability to prioritize work within the agency according to client and agency needs. Ability to conduct research, analyze, and coordinate work. Ability to assess a person's social, economic, emotional, and health needs. Ability to interpret social behavior. Ability to prepare clear, concise, and accurate summaries, evaluations, and apply analytical reasoning. Ability to plan, supervise, motivate, and evaluate the work of others. Ability to handle staff conflict and personnel issues in sensitive situations. Ability to oversee the development, coordination, and implementation of large projects that impact both internal and external structures. Ability to prepare and deliver presentations utilizing advanced public speaking skills. Ability to read and comprehend information and the post-graduate level. WORK ENVIRONMENT: Work is performed within a County office building. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Equipment used may include, but is not limited to computer, printer, projector, telephone, copy and fax machine.
