Join a mission-driven team in the Lead Risk Assessment Unit within the Environmental Health division and contribute to protecting, maintaining, and improving the health of all Minnesotans. As a Lead Risk Assessor, you will conduct public health prevention activities related to lead exposure. Primary areas of responsibility include conducting environmental lead risk assessments and clearance inspections in accordance with the Minnesota Lead Poisoning Prevention Act and related rules. The incumbent provides technical assistance to local health agencies and works closely with the Health Risk Intervention (HRI) Unit to ensure consistent delivery of services, data quality, and case coordination.

This position can be based out any of the following district offices: St. Cloud, Fergus Falls, Mankato, Marshall, Rochester, and St. Paul, depending on which location is closest for the top candidate. There will be an option for some teleworking, however, it will be based on the business needs of the unit and is at supervisory discretion.

Minimum Qualifications

Resumes must clearly demonstrate the following minimum qualifications to be considered further:

  • (2) years of experience conducting environmental or public health investigations. Experience must include compliance related to lead risk assessment.

AND

  • Possession of a current or renewable lead risk assessor's license.

Candidates may be hired on a provisional appointment if eligible to obtain a lead risk assessor's license in accordance with Minnesota Administrative Rule 4761.2300 within one (1) year of hire.

A Bachelor's degree in industrial hygiene, public health, environmental health, toxicology, engineering, or related scientific field may substitute for one year of experience. A Master’s degree in industrial hygiene, public health, environmental health, toxicology, engineering, or related scientific field may substitute for 18 months of experience or A PhD in industrial hygiene, public health, environmental health, toxicology, engineering, or related scientific field may substitute for 2 years of experience.

To be eligible for a lead risk assessor licensure an applicant must meet ONE of the following combinations of education and experience:

  • High school diploma/GED and 3 years of experience in regulated lead work, asbestos abatement, environmental remediation, general construction or the childhood lead poisoning prevention program of a government agency.

  • Associate’s degree and 2 years of experience in regulated lead work, asbestos abatement, environmental remediation, general construction or the childhood lead poisoning prevention program of a government agency.

  • Bachelor’s degree and 1 year of experience in regulated lead work, asbestos abatement, environmental remediation, general construction or the childhood lead poisoning prevention program of a government agency.

  • Designation as a certified industrial hygienist, registered professional engineer, registered architect, certified safety professional, or registered public health sanitarian.

*The Minnesota Department of Health will provide successful candidates with pre-licensure training and licensure when eligible.

Additional minimum qualifications to be assessed during the interview:

  • Ability to plan and conduct investigations, including identifying, evaluating, and accurately documenting lead hazards, healthy housing hazards, and test results from environmental sampling.

  • Ability to educate homeowners and rental properties on compliance related to lead risk assessment.

  • Ability to write reports and correspondence sufficient to describe environmental hazards and corrective actions and to communicate with internal and external partners.

  • Project planning and operations sufficient to establish work plans with others, establish goals and timetables, clarify mutual expectations, and evaluate results.

Preferred Qualifications

  • Possession of bachelor's or master's degree in industrial hygiene, public health, environmental health, toxicology, engineering, or related scientific field.

  • Possession of a current or renewable registration as a sanitarian, environmental health specialist, certified industrial hygienist, certified safety professional, or licensed lead risk assessor in the State of Minnesota.

  • Knowledge of lead risk assessment and lead hazard control.

  • Knowledge of healthy housing principles.

  • Experience working in a childhood lead poisoning prevention program.

  • Experience performing environmental remediation or asbestos abatement.

  • Ability to operate computer hardware and software, including databases, spreadsheets, word processing, and internet applications.

  • Ability to interpret department regulations, requirements, and activities to representatives of other agencies and departments, and the general public.

  • Ability to read and comprehend program requirements and state and federal regulations sufficient to implement program activities.

  • Fluency in Hmong, Spanish, Somali, Pashto, Karen, or Hindi.

Physical Requirements

Physical ability to inspect private residences; may include maneuvering equipment up to 50 pounds, bending, kneeling, reaching, climbing stairs, navigating around objects, and travelling on uneven surfaces.

This position does not require a valid driver’s license, but it demands travel, which the candidate will be responsible for meeting.
