Basic Function

Ramsey County is seeking an experienced and forward-thinking Public Health Director with a deep passion for innovation and a commitment to advancing health and wellness. This pivotal role within Public Health and will be instrumental in shaping the future of public health in our community, aligning with the county's vision, mission, goals, core values, and strategic priorities.

As the Public Health Director, you will lead, direct, and oversee the programs and services of the Public Health Department. Your leadership will be crucial in assessing community health needs and implementing comprehensive public health initiatives that fulfill our mission: to protect and improve the health of the people and the environment in Ramsey County.

Key Responsibilities:

  • Strategic Leadership: Champion initiatives that advance health and racial equity, driving innovation and strategic growth in public health services.

  • Policy Development and Advocacy: Develop, recommend, and promote public health policies at the local, state, and national levels, ensuring they reflect best practices and meet community needs.

  • Public Health Authority: Serve as the local public health authority under Minnesota Statute 145A, ensuring that the county's public health policies and actions are compliant with statutory requirements and aligned with best practices.

  • Service Integration Leadership: Lead interdepartmental and interagency efforts to enhance service integration and performance across Ramsey County, fostering collaboration and delivering improved outcomes for the community.

Lead, direct and administer the programs and services of the Public Health Department. Provide leadership in assessing community health needs and planning and implementing comprehensive public health services to achieve the department’s mission to protect and improve the health of people and the environment in Ramsey County and achieve health and racial equity. Develop, recommend and promote public health policy at a local, state and national level. Serve as the local public health authority under Minnesota Statute 145A. Lead interdepartmental and interagency efforts to improve county service integration and performance. The position reports directly to a Deputy County Manager.

  • Direct the development of strategic goals and objectives and long-range planning for programs and operations. Establish measurable program outcomes and oversee the development of continuous improvement and quality assurance measures.

  • Lead interdepartmental efforts as a member of Public Health to improve county service integration and meet the strategic goals and objectives of the team to strengthen individual, family, and community health, safety and well-being.

  • Direct and manage all personnel operations in the department, including, hiring, supervision of staff, employee discipline, and performance management in consultation with the Human Resources Department.

  • Direct the development and management of the department's operating budget including projecting funding levels, assessing existing and anticipated service levels, staffing needs, capital improvement plans, performance measurement systems, and program changes or requirements.

  • Direct the county-wide community health assessment and planning process, implement and evaluate the required plans to meet the needs of residents, state and national standards and requirements, county goals and objectives.

  • Carry out the public health responsibilities as provided in the Joint Powers Agreement between the city of Saint Paul and Ramsey County.

  • Collaborate with residents, private sector, public sector, non-profit organizations and other county departments to promote and achieve public health goals throughout Ramsey County.

  • Meet with County Commissioners, the County Manager, Deputy County Manager and others as appropriate to provide information and recommendations for public health policy development and implementation.

  • Serve as the local public health authority under Minnesota Statute 145A. Assure that the County Board meets the responsibilities and requirements of Minnesota Statute 145A (Local Public Health Act) and communicate public health matters to the board and the community.

  • Lead and/or participate in local, state or national committees and organizations to represent the public health department, and the county as a whole .

  • Direct public health emergency preparedness and planning and lead and manage responses to public health emergencies or crises.

  • Provide leadership for the Community Health Services Advisory Committee (CHSAC).

  • Direct and approve negotiation of provider contracts to meet department needs.

Minimum Qualifications

Education: A Master's Degree in Public Health, Public Administration, Community Health, Environmental Health, Nursing or a related area of study.

Experience: Five years of progressively responsible management and program administration experience in a public health related field including two years of experience in a high-level management or administration position in the public sector.

Substitution: A Bachelor’s degree in Public Health, Community Health, Environmental Health or Nursing plus seven years of progressively responsible management and program administration in a public health related field including two years of experience in a high-level management or administration position in the public sector.

Certifications/Licensure: None.

This is an unclassified*, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will position. Applicants who meet the minimum qualifications will be forwarded to the department for consideration.
